[Dashboards] Swap background color to white

Describe the problem:
Classic view doesn't have the new chrome style turned on by default so dashboards still show the light grey background. This is a problem since we are making design decisions assuming the background in white (such as #250675). It's also weird for customers to see different dashboard styles for different views, we need to be more consistent.

Describe the solution:
We should turn on the new design so dashboards get the white background as in solution views.

The description says: "We should turn on the new design so dashboards get the white background."

This could be interpreted in two ways:

1: Literally “turn on the new design” (chromeStyle = 'project'), which would change not just the dashboards' background but also other elements on the page

2: Simply “give dashboards the white background like in the new design,”

Could you clarify which approach you intended? Is it just the white background for dashboards or the full new chrome style?

Ok, I’ll go with option 2 — setting the white background directly on the dashboard.

Just a heads-up: the dashboard will no longer inherit global background changes from the chrome/layout. If the global background changes in the future, the dashboard will still stay white.

If that’s fine, I’ll proceed.
