Add TestCPP to Conan

Add the library to Conan Center for improved distribution of the library for people that want to use it.

Currently I have a conan-center-index repo that is way behind that I need to synchronize with the main repo and get this going again.
This is what conanfile.py and the test_package directory is for in the repo.
