GPFlow and TensorFlow version

Hi, nice work.
In the documentation, you mention that TCRGP has been update on August 2019.
Is the new version still dependent on TF=1.8.0 and GPflow=1.1.1?
I tried your code with newer versions of TF and GPflow, it didn't work with some errors that I guess are due to package incompatibility.

I'm getting an error that might be related to package incompatibility when running the example:

kernel = gpflow.kernels.RBF(Di,active_dims=list(range(i_start,i_end)),lengthscales=lengthscales[0],variance=kernvaris[0])

produces the error:
TypeError: init() got multiple values for argument 'variance'
