Create an attribute for text encoding of <file> actions #44
Description
The <file> action should have an encoding attribute that allows one to define the encoding to use in the text file.
Supported values should be:
- utf-8 (default if not specified)
- ansi
- Unicode (a.k.a. utf-16)
