Chore: Plugin Code Path Code Coverage

Code coverage for plugin path is not as well tested as it should be. They are disabled by default for user config and testing but it would be nice to have a few simple use cases that exercise the given pattern. 

Maybe even invoking something like a dummy Caesar cipher to make sure it all works as expected and decoding/encoding is being done in the correct locations.
