Change the public input for optional proofs from block hash to payload header

Tracking issue to change the public inputs for proofs.

To extend a bit more:

• The proof will have as a public input the ExecutionPayloadHeader hash tree hash root.
• The zkCL must (pre-BiB):
  1. When receives the full ExecutionPayload, it must transform it to ExecutionPayloadHeader. This is just some SSZ work, not requiring RLP nor EL-execution.
  2. Check that this ExecutionPayloadHeader matches the proof public input.

It's a hash_tree_root(ExecutionPayloadHeader) so it will be execution_payload_header_root, right?

Yep, by hash I meant tree_hash_root. Edited my original comment now.

I suggest this is rebased on top of ePBS because the ExecutionPayloadHeader is gone in Gloas
