Alternative to #5063, this PR switches to arm64 runners & makes the following changes:
tests.ymlto medium (8gb of memory).tests.ymlto XL (faster).I didn't realize that the
checks.ymlrunner for tests used an XL runner 😅 no wonder it's faster thanubuntu-latest(about twice as fast). We could consider lowering this to save on costs, but it will mean slower PR checks.
