This is needed: BLIS_ARCH="generic" pip install spacy, see here why: termux/termux-packages#6187 (comment)

Installs fine without it in Prooted Debian, though.

Tip: the config may need to detect it somehow.

Also this is needed:
export CFLAGS="$CFLAGS -Wno-c2y-extensions -Wno-unused-variable -Wno-error=c2y-extensions -fvisibility=default -D__ANDROID_API__=${ANDROID_API_LEVEL} --target=aarch64-linux-android${ANDROID_API_LEVEL}" to avoid complex.h problems.
