Restore numeric HTML entity decoding in performCorrectiveRecoding

With the fix for bug #97 and #98, we commented-out the code for decoding numeric HTML entities. We can't re-enable it (since we now have a Uint8array, not a string) - but we do need to simulate it, like we have the other corrective recoding tasks.
