I've just reported it upstream: g-adopt/g-adopt#228. It is unrelated to this PR but I will hold off on merging this because this PR necessitates a new release and I want to make sure we don't break things for them. |

Should hopefully mean that we no longer need to set
PIP_CONSTRAINTS. This PR will have to be followed by a new release.
