Move features from global issues list to work item, issues and PR lists in the repo

What exists today

We have a global issues page. There you can search for a repository and then browse issues or create a new one.

We also have a lists for work items, issues and PRs on the repository page. But they are very basic at the moment without any further features or interactions.

 

What should change

The features from the global issues page should be implemented in the repo specific list pages. After that we don't necessarily need the global issues page anymore.

Why

When you work in the context of a repository, you don't want to switch to a global issues page to create an issue or get better features for filtering.
