Removes the
dependencies.ymlworkflow that ran weeklycargo updatePRs viatempoxyz/ci.This is now handled by Dependabot (
.github/dependabot.yml, cargo ecosystem, weekly schedule), making the workflow redundant.Also closes #14376 (the last PR opened by the old workflow).
