Implement the /break pacman-upload-lease command #30
Description
This is a companion to git-for-windows/build-extra#488 and git-for-windows/git-for-windows-automation#40 (and needs the latter to be implemented).
The goal is to have an easy, least stress-ful way to address deployment problems.
