Develop Collapsible "Accordion" UI in CLI (Ink)

Description:
Update packages/cli to render tool calls within the ui_task_group as collapsible/expandable blocks. This will solve the "excessive scrolling" problem by allowing users to hide technical details unless they explicitly want to see them.
