Writing a plan file fails when .gemini is a symlink #21489

What happened?
Internal users reported that when attempts were made to exit plan mode, it failed because it could not write to a file since the location was outside the workspace. This is because there .gemini directory was a symlink.
What did you expect to happen?
Writing to a plan file to succeed and exit plan mode tool call to succeed.
