Cleanup Edit tool compact output on tool failure

What happened?

Unwanted content leaky into history when Edit tool fails when compact tool output is enabled.

What did you expect to happen?

Present cleaner, more reasonable output content when an edit failure occurs

PR 24677 will update the compact output layout to reduce line wrapping scenarios like the Edit tool failure example listed above.

Update:

• confine tool_status / tool_name / action_desc fields to appear on the first line
• attempt to also show the result outcome 'summary' on first lines; but allow it to wrap to appear on second line (and wrap its content) if necessary
