Upgrade to Hugo 0.125.4

• Use Hugo 0.125.4 from my fork until Hugo 0.125.3 and .4 jakejarvis/hugo-extended#167 is resolved
• Confirms Twitter og:description doubly escaped by Hugo 0.125.x gohugoio/hugo#12418
• This Hugo update:
  • Resolves Twitter og:description doubly escaped by Hugo 0.125.x gohugoio/hugo#12418
  • Cleans up og:description and article:section meta data entries

For some reason, the <generator> element doesn't contain the version when the fork's package is used. I'll let this pass for now since it is only a temporary solution to unblock my progress:
