Department Sync should move users if their department has moved

Describe the bug

sync between AD and Snipe-it show departments and number of users in each department
when you move this user our of sync OU and change in his department attribute sync will not reflect in snipe-it and you need to move user to sync OU and start sync again , it should delete this user from the department when you move the user out of Sync OU

Reproduction steps

1. sync with AD and check departments in Snipe-it
2. move user out of sync OU and check in his department
   3.sync again and you can now check the issue if you go to departments in Snipe-it and check it
   ...

Expected behavior

should delete user from department in snipe-it
