[Feature]: Allow users to change some settings when 'Allow users to edit their own profiles.' is disabled

How can we help?

Disabling access to own profile also disables access to:

1. site themes (if enabled in branding)
2. site language selection
3. sound and confetti effects
4. user image uploads

It would be nice if users could change site display preferences and upload their image while being unable to change their personal information. (User image upload could by also disabled, but for companies that use this feature, this may be a pain to manually upload images for all users.)

Simplified menu could look like this.
(Gravatar isn't shown when 'Load Remote Avatars' isn't enabled in 'Admin Settings > Update Branding Settings')

Skins are no longer a thing.

The rest of this is the way we used to have it working, and someone very cranky decided to get all up our asses about it.

I don't see why we can't do this though.
