This ended up being a bit bigger than I had hoped, but I think it's good. Turns out we weren't always checking certain things associated with locations, so they could occasionally be deleted even when they still had things attached. This fixes that and added a buttload of tests around location deleting.
This also fixes #16227, adding additional values to the inventory printing of locations.
