This removes the wrapped of
<div class="table table-responsive">and<div class="table-responsive">that we had around some bootstrap tables, which was causing a double scrollbar in chrome.I was hoping the previous fix to just remove the extra
table-responsivefrom the bootstrap table partial would have worked, but seems not. Fixes #18317
