The only failure is due to V8 not being found. But I need to fix that separately. Let's land this. |

As I've been reworking the buildbots, I noticed that Halide specified dependencies for the apps incorrectly.
It used to be that we installed vcpkg dependencies globally, which the apps relied on to get, e.g. OpenBLAS and eigen3. But as we switch to manifest mode, the dependencies should be listed and scoped more accurately.
