Incorrect behaviour of permissions in some cases

Problem description

User cannot see how many policies has SR during creation the user (Registrant, Installer etc)

Step to reproduce

Steps to reproduce the behaviour:

1. Create SR
2. Import and publish policy there (or don't publish)
3. Try to create Registrant (not SR user)
4. Check Standard Registry block (on the User Profile Setup page)

Expected behaviour

Should be mentioned that 1 policy is enable

Actual behaviour

No policies

In my opinion it's happening due to changes in the permissions functionality
