Policy wizard doesn't work correctly

Problem description

Error when creating policy in policy wizard

Step to reproduce

Steps to reproduce the behavior:

1. Create two schemas. (Note: schema has no binding to policy)
2. Click on Policy Wizard button from Manage Policies Tab
3. Create policy
4. Open policy configuration and click on "Validation"
5. See error "Schema with id "#3e218014-6097-4b71-8314-f603ee5a15d8" does not exist"

Expected behavior

Everything works correctly, there is no error.

Actual behavior

There is an error
"Schema with id "#3e218014-6097-4b71-8314-f603ee5a15d8" does not exist"
