Relayer account issues when user changes in policy workflow

Problem description

Some remote request doesn't appear. Error with relayer account exists in logs

Step to reproduce

Steps to reproduce the behavior:

1. Publish VM0033 policy as public
2. Import policy as remote
3. Go through flow until make Validation report
4. Approve add_new_validation_report request
5. save_validation_report_hedera request doesn't appear

Expected behavior

save_validation_report_hedera appears and user can go to next steps
