Instrument consenter nodes to detect their state and if are in sync #637
Description
This will surely cause flakes... is there a way to instrument the nodes such that you can detect their state and detect they are in synch? like you did with the RegisterAppendListener, but maybe on a something the emits an observable signal that allows you to detect an agreed upon leader, for example?
