Add a CI job/workflow to exercise Hermes' relaying capability between a gaiad chain and a basecoin-rs instance.
Details
The current CI of basecoin-rs already includes support for running Hermes between a basecoin instance and a gaiad instance within a single Docker image. The test cases are very narrow, however: by default this CI only creates a channel. The objective would be to add a CI job in ibc-rs similar to the one above from basecoin-rs, and which also exercises a more comprehensive test suite, specifically the e2e.sh we current run for gaia chains.
