Add Prometheus metric namespace #4380

Description
The current version of Hermes v1.13.1 doesn't have a prefixed namespace for Prometheus metrics, e.g. acknowledgement_events_total.
Adding a configurable namespace to Hermes metrics would avoid collision with other services using Prometheus metrics.
