UI bug: Anchor links to specific issue comments result in view obstructed by issue header #1996
Description
If you go to a link to specific comment inside issue discussion like this one: https://github.com/microsoft/WSL/issues/5211#issuecomment-751945803
it will result in highlighted comment being obstructed by issue header panel over it:
