feat(jest-leak-detector): make GC aggressiveness configurable regarding to V8 heap snapshot generation

Summary

Closes #15791

Allow making the GC to be less aggressive when detecting leaks can be beneficial as (1) folks might know at hands what are current leaks and whatnot and (2) makes DevExp better overall when engineers have knobs to work out their issues
