fix(cfg): load jest.config.ts with TS loader specified in docblock pragma

Summary

Closes #15837

This PR extends the condition for second loading of Typescript-based Jest config if native Node fails in the 1st time. If user specifies custom TS loader like ts-node then we should take that into account to process further the line

I do shared the similar sentiment but alas, this transitional period for Node from TypeScript-agnostic to full support is all over the place. As a result, library code usually reflects this chaos.
