Bundle always returns Invalid via REST API (HTTP 200 + bundleId received)

Sending bundles to Tokyo endpoint via HTTP REST. Receiving HTTP 200 and a bundleId, but getInflightBundleStatuses always returns Invalid immediately. Bundle never appears on Jito Explorer.
Verified:

・VersionedTransaction V0 with base64 encoding + {"encoding": "base64"}
・RPC simulation passes (err: null)
・tip: 100,000 lamports (well above p75)
・Tested all regions (Tokyo, Singapore, NY, Global)
・Tested from multiple IPs

Is authentication required for the REST API endpoint?
