Be aware dependabot may not use the expected version of Python dependabot/dependabot-core#10291
but that would be picked up by a failing CI build so other than some confusion it shouldn't be a problem.

avoids silent breakage when rebuilding the image (prompted by #1510 which was caused by a pre-commit bump creating a broken image due to the chardet 7 release)
