Password reset feature #2753

It is not possible for a user to reset his password. And I not seen a solution to reset Super Admin password also.
Describe the solution you'd like
Idea is to add a checkbox in config settings (in web interface or with env variable (in docker-compose for exemple), to activate reset password feature if it is necessary on this installation. Maybe this kind of option just be available if a minimum of one SMTP is configured.
