Create Web Api Nuget Package

I've been using the Web Api branch of Fluent Security in a project for almost a year. I haven't had a problem with it and it has been working great. I've had to include the lib manually in our repo and it would be much better to have it pulled in as a Nuget package.

There is a package, but it's not published on NuGet, since it's still considered experimental. @kristofferahl did mention on Twitter a while ago that there might be an update soon(ish), so maybe we'll see something hit NuGet eventually.

There have been some issues reported related to caching, so I think that's what's been holding up an update. I could be wrong, though.
