Rename JobSet API restartStrategy to restartPolicy for consistency

As we discussed in this thread, it would be nice to rename restartStrategy API to restartPolicy: #1083 (comment)

That will make JobSet API consistent with Pod API.

We can target this as part of JobSet V1 migration: #380
