Duplicate bottom bar components

Summary

We're using two, very similar, bottom bar components:

• BottomBar
• BottomToolBar

BottomToolBar needs to be removed in favor of BottomBar (the reason for removing BottomToolBar rather than the other one is that it is built around Vuetify that we're moving away from)
