Handle deletion of a Channel with a related Community Library Submission

Description

• If a channel that has a related Community Library Submission is being deleted by the editor. Show a warning in the delete modal that this channel may still be approved or will still live in the Community Library.

• Now, for admins to be able to see soft-deleted channels with Community Library submissions in the admin panel, we should update the admin channels filters in the frontend to allow showing soft-deleted channels when filtering by CommunityLibrary channel type.
