Add external menu does not work for the book

While trying to figure out why the setup.pl button "Reload menu" exists I could not get the expected functionality to work.

For example, I added the following to the end of menu.xml just before </menu>

  <menu-item id="1000" label="The Book" url="https://book.ledgersmb.org/dev/splt-book/" opens-new-page="yes">
    <acls unrestricted="yes"/>
  </menu-item>

Then I went to setup.pl and tapped the button "Reload menu"

Then I went to the main LSMB menu page already open and did a browser reload to an un-related view.

Then I tapped the last menu item "The Book" and received the following in a new tab:

@neilt should the content load in an iframe? Or should it be the top-level content of a newly opened window, would you say?

Not sure I understand the difference, but my first thought would be a newly opened window so that it does not interfere with using LSMB.
