windows 11, cant drag chatgpt window across screens

in multi screen setup, the chatgpt window sticks to the original monitor when I try to drag it to another monitor

Even using the windows shorcut keys to move windows is not effective (Win + Arrows), rather then moving to the next screen, it rests overlapping both areas, and the next shortcut key just brings it right back to the original screen
