investegate rngd removal

#### Description

There  a PR in Linuxkit about removal of `rngd` https://github.com/linuxkit/linuxkit/pull/4170 EVE is still using it but it seams it is not required anymore. Eve kernel has 
 - CONFIG_RANDOM_TRUST_CPU=n
 - CONFIG_RANDOM_TRUST_BOOTLOADER=n 
  
 they must be enabled in order to remove `rngd`
