feat: Bump AWS Lightsail blueprint to ubuntu_24_04

AWS warns about the End of Standard Support for ubuntu_20_04 blueprint instances. This PR bumps the blueprint id to the current/recommended value ubuntu_24_04.

I edit the version from 20.04 to 24.04, then it's working now. Looks like 20.04 is deprecated.

Indeed, 20.04 disappeared from Amazon Lightsail UI as well. @royra, please review this PR when you have a moment.

I noticed that the released version number (0.0.65) doesn't match the file name (0.0.64).

Then preevy-up-action can't fetch the file.
