[chore] investigate switching to goreleaser

releaseplease is ok, it is setup and configured which was a huge part of the battle, but it seems like it is EOL based on issues I've read so it will eventually have to go.

goreleaser is probably more modern and interesting, so it would be nice to investigate if it should be used instead.
