Provide EmmyLua type system hints?

emmylua-analyzer-rust with better type hinting and IDE integration, it is a complete language server implementation, offering significantly more comprehensive functionality overall compared to luacheckrc.
Most importantly, it has recently introduced a generic system implementation similar to ts, making it more user-friendly.

Although I don't think the author will migrate, it would be great if I were allowed to submit a type definition PR for this

Sorry for the long delay, I have been pondering about this, but I think the problem is to maintain such definitions. So even if we add them now, at some point they will likely diverge, unless it is actually used. For that purpose I have been thinking about Teal for example, since it would be used in compilation, we'd actually use it and get CI failures if we messed it up.
