Summary

Chrome 117 added support for the Private State Token API. See https://chromestatus.com/feature/5078049450098688.

This PR adds data points for the associated HTML, API, and HTTP features.

Notes:

  • Although the ChromeStatus entry says 115, existing data points that we had say 117, and the collector is generally correct (I'm assuming these were found via the collector).
  • Android WebView is set to not supported, as per the ChromeStatus entry.

LGTM overall, but WebView Android should probably be set to false consistently.
