Update dependencies

1. Update the versions of some dependencies
2. Mainly, the 0.3.1 version of include-flate removed the dependency on lazy_static, further reducing the dependency on lazy_static in jieba-rs. Currently, in jieba-rs, there are only indirect dependencies for lazy_static and once_cell in dev-dependencies.
