Accepted the upgrade. Tested locally with .NET 9 — libman 3.0.71 works correctly with our libman.json. Build verified successfully. |

Updates Microsoft.Web.LibraryManager.Cli from 2.1.175 to 3.0.71. This version fixes breaking changes in the Unpkg API and includes a NullReferenceException fix in RestoreTask. Tested locally with .NET 9 and verified build succeeds. Refs: #182
