Generate custom API docs for polyglot SDKs

Current C# docs are not usable from source-generated polyglot SDKs. We need custom attributes and generation pipeline to render language specific ones. we might be able to use the same content for all languages as long as we keep using the ATS conventions for types and argument names.

Some jsdocs are missing altogether, while others are too simple to be helpful at all. We really need to include links aspire.dev docs where possible, to help with discoverability and further learning. We cannot make assumptions and jsdocs should be self-serving, such that a new user can understand what these APIs are actually doing and how to use them.
