This is good news and bad news.

Good news is that the failure is not related to the change I am working on. #15721

Bad news is that this is probably going to take a while to resolve. In isolation the test seems to be reliable--I have run it on a Mac machine and on a heavily loaded Windows machine 150 times each and it passed every single time. Suspect another test is using the test projects and causing a rebuild that interferes with this test run.
