As in title - this sets up the 1ES official build pipeline. It's a bit rough around the edges, as it's a naive translation of our current build pipeline.
However, I'm hoping to merge this as a minimal starting point that we can refine over time. Hoping to get all DF/DTFx repos to this state prior to investing in refinements.
